default gateway not available windows 7 32-bit

i use a router to connect to internet with other users usually my internet connection run normally but last 2 weeks i lost my internet connection several times a day and after repairing the connection this message appears default gateway not available
after search i noticed that one of the users still connecting while me disconnecting ( the router is in my house ) i think he is using kind of software to disconnect me.
is there anyway to stop him controlling my internet connection??? waiting for a response.
