Defrag issues in Windows 8.1

Hello to all, I am new to this community but have been computing since the day of Commodore 64! I am running Windows 8.1 on a Toshiba Satellite S series laptop.
1 Tb HDD-8GigDDR3-Core i5 Intel CPU-Nvidia GeForce graphic card, 64 bit.
I do not do any gaming,
too old! The hard drive has 5 partitions, 2 of which will not defrag completely.
I have run sfc /scannow on 3 occasions and no integrity issues are present.
If I use command prompt to defrag it does so fully.
I think that I will use something like Defraggler.
Am I missing something with this minor issue?

Defrag will ignore files that are larger than a certain limit, I think > 64k but I'm not positive. This is because moving those files would result in no performance benefit.

1 gigahertz (GHz) or faster 32-bit (x86) or 64-bit (x64) processor

16 GB available hard disk space (32-bit) or 20 GB (64-bit)

This error can be due to some configuration requirements for you system. If your PC hardware is not up to par, then make sure you update where necessary before continuing.
