CSI payload file missing

For Windows 7 SP1 running x64 amd.

Microsoft.NET 3.5.1 needs to be installed but install suggests turning it on using Windows Features.
Since this is part of the OS, tried to access it via Windows Features.
There is an entry, but incomplete, showing two subfolders, 1) Windows Communication
Foundation HTTP Activation AND 2)Windows Communication Foundation Non-HTTP Activation Boxes are unchecked.
Checking the boxes attempts to restore 3.5.1, but fails near the end.
Cannot remove or install 3.5.1.

Installed 4.0 Net, but some programs need 3.5.1 to operate.

ran sfc/scannow, several times, no errors reported
ran System Update Readiness and got the following report

Followed all the advice on Aaron Stebner's fine site! (he suggested trying System Update Readiness checks.

Tried to do an inplace upgrade for Win 7, but software did not allow (I think because Win 7 DVD is not SP1, but target system has been updated to Win 7 SP1

Would vastly prefer not to have to do a full install from scratch, as I would not like to loose 6-8 hours of my life.

Is there any way to get Windows Features to allow removal?

I appreciate any and all help!

I did see some other posts like the one you posted, but I have opted to do a reinstall.
I am already in the process.
Just another day of my life given to Microsoft! If the in-place upgrade works, I should be fine.
Cross your fingers...

I am fairly technical, but this should never be this painful for a mass produced product!
