Administrator account access - computer is not recognizing me as administrator

Every time i have starting my toshiba laptop (win 7) i have a notification says that i have to choose a program to run afile  wich is located in my computer under share user
the problem occures when i trying to  delet it the system notifiying me that i need the permissin from the adminstrator to do that although im on my adminstrator account as adminstrator,
i dont know why the coputer is not recogonizing me as adminstrator .
