Appcrashes, error codes, runtime issues or something - all related?

Hey, there.
I've got a Hewlett-Packard Pavilion DV6812NR running on Windows Vista Home Professional, I think.
The computer specs listed are at

this page.
A few months ago, my computer started acting oddly.
Now, I can fix this error by restarting the computer, but there's nothing I've found that I can do to fix it permanently or to fix it without a required restart.
The problem is as follows:
Every now and then - no documented reason for occurrence that I can find - my computer will stop permitting me to launch executable files (paint.exe, Adobe, GIMP-2.6.exe, SQLyog.exe, etc.
- you know, programs.) I'll get various error reports on the issue, like
the program failed to initialize DirectX 9.0, there was an appcrash, stuff along those lines.
Now, like I said, I can't find out what's causing it, and I can't seem to fix it except by restarting my computer - and that's only a temporary fix.
It can still
come back, and I'll just have to restart again.
I'm hoping that someone here might have an idea of what's up.
I'll be checking back here every day or so.

Quick questions, are you getting any errors? What kind of programs do you have running in the background of Vista? Let's try clean booting the system to remove 3rd party software and see if that clears up the problem.
Follow the steps below to place your computer in “clean boot” 
·         Click the
Start orb on your Desktop
·         Type msconfig
in the Start Search box, and then press ENTER.

If you are prompted for an administrator password or for a confirmation, type the password, or click Continue. 
·         On the General tab, click
Selective Startup.
·         Under Selective Startup, click to
clear the Load Startup Items check box. 
·         Click the
Services tab, click to select the Hide All Microsoft Services check box, and then
click Disable All. 
·         Click OK. 
When you are prompted, click Restart.  Try your programs, are they still locking up?

If this does resolve the issue, then see the following Microsoft Article on “Clean boot” and the section “How to determine what is causing the problem” to determine which program or service maybe causing the issue.

How to set your computer back, to boot normal:
·         Click the
Start orb on your Desktop
·         In the Start Search box.
Type
msconfig, and then press ENTER.

If you are prompted for an administrator password or for a confirmation, type the password, or click Continue. 
Click the General tab. 
·         Click Normal Startup -
load all device drivers and services, and then click OK. 
·         When you are prompted, click Restart to
restart the computer.

Don't Download Malware

Where are you getting the download?

There are malicious people who download valid copies of a popular download, modify the file with malicious software, and then upload the file with the same name. Make sure you are downloading from the developer's web page or a reputable company.

Don't install download manager

Many sites suggest or require you to install an installer or a download manager before allowing you to download a program you may be interested in downloading. These tools almost always cause your computer more problems and may even have malware or other spyware. Avoid any site claiming anything must be installed first before you can continue with your download.

Avoid advertisements on download pages

To help make money and pay for the bandwidth costs of supplying free the software, the final download page may have ads. Watch out for anything that looks like advertisements on the download page. Many advertisers try to trick viewers into clicking an ad with phrases like "Download Now", "Start Download", or "Continue" and that ad may open a separate download.

Cancel or deny any automatic download

Some sites may automatically try start a download or give the appearance that something needs to be installed or updated before the site or video can be seen. Never accept or install anything from any site unless you know what is downloading.
