Battery "plugged in not charging" after clean Win 7 Professional 32 Bit install

Have Dell XPS M1530 laptop which worked great until Windows 7 Professional 32 bit clean install.  Since the laptop battery will not charge.  It currently says 0% plugged in, not charging.
I have tried many things to get this to work that I have seen on other
forum threads including including unistalling and reinstallin g Microsoft APCI Compliant Control Method Battery as well as disabling and re-enabling.
I have also tried the: 
1.
close laptop and remove battery (while still on). 
2.
open lid and remove AC adapter (while still on, will power off system)
3.
close lid and connect battery
4.
 open lid, connect AC adapter, and power on.
that I have found worked on other forums.  Once these did not work, I purchased new battery and AC adapter and again had the exact same problems with all combinations of new and old battery and adapter.  Frustrated, I then reinstalled Vista Pro and old and
new battery charged completely normally immediately after reinstall.  Went back to Windows 7 and again am facing the same problem.  Please help

To check for Windows updates

1. Open Windows Update by clicking the Start button Picture of the Start button, clicking All Programs, and then clicking Windows Update.
