Can't use PIN to login and tiles defaulted to orginal settings

Upon a restart using my PIN to login the Metro screen never appears. All I get is my user name and picture on a blue screen. I am able to restart but must use my password to login. Once in the tiles have reset to the default tiles that were present when
PC was first purchased. When I attempt to add tiles to Start manually some of them show already pinned to Start but aren't actually there.

Can I recover my custom tile settings?

How do I get PIN function back?

This issue could occur if your user account is corrupt.
I would suggest you to create a new user account and check if the issue occurs.

As the first method, let's try Account troubleshooter.
If the issue exists try a new user account to check if there is any corruption in the present account.

During this 10 days, it will remove all the virus infected files and folders.
I suggest you to create a backup of your data and then Install Microsoft Safety

Run CHKDSK

Go to the Start button.
In the Search box, type "cmd" (without quotes) and press Enter.
At the command prompt, type "chkdsk /r /f" (without quotes) and press Enter.
Reboot your computer.

NOTE: You might receive an error message that states:

"Access denied as you do not have significant privileges. You have to invoke this utility in elevated mode."

If you receive the above error message, it means you are not logged into you computer as an Administrator. If that's the case, follow these steps to run the command prompt in elevated mode:

Go to theStart button.
Go to "All Programs > Accessories" and right click on "Command Prompt".
Select "Run as Administrator".
In the Search box, type "cmd" (without quotes) and press Enter.
At the command prompt, type "chkdsk /r /f" (without quotes) and press Enter.
Reboot your computer.
