I noticed a few weeks ago that some of links/buttons in the control panel no longer function.
They're there, but when clicked, nothing happened.  I assumed this was just because I needed to restart or something and haven't really paid much attention since. 

Yesterday I started getting white noise from my speakers, making the volume quieter....
I've also noticed that if I plug in speakers externally, they make that noise you get when you put a mic next to speakers...   screeching.

I've read here somewhere that it was with some bit of software called OPUS that messed up the control panel ? But I have nothing like that installed

·          Have you made any recent changes on the computer?
 
For the control panel issue I would suggest that you check if the issue persists in the safe mode.
Start your computer in safe mode
http://windows.microsoft.com/en-US/windows7/Start-your-computer-in-safe-mode
Restart the computer to get back to the normal mode
 
For the sound issue on the computer I would suggest that you manually download and install the update audio drivers by visiting the audio card manufacturer or the computer manufacturer website.
Update a driver for hardware that isn't working properly

Boot in Safe Mode:

  • Open Run command as previously described
  • Type MSConfig
  • Click on Boot tab
  • Tick Safe boot in Boot option
  • Select Network
  • Click Apply and OK
  • Reboot your system

Your system will boot in Safe mode with Networking. You may now try and open Windows Store and should not see any errors.
