I have just upgraded to 8.1 on my PC and now internet explorer won't open at all.
It tries to open - the outside frame of the browser appears with basic grayed out navigation panes, and grayed out closing/re-sizing/minimising buttons - then a small applet in the centre page tells me:
Internet Explorer has stopped working..."Windows is checking for a solution".
 After a few seconds it then tells me "A problem has caused the program to stop working correctly.
 Windows will close the program and notify you if a solution is available"
and a button appears on the applet that says "close program".
 
However if I click on the "close program" button it goes back trying to diagnose the problem and then again tells me "Windows is checking for a solution" for a few seconds then goes back to telling me "A problem has caused the program to stop working correctly.
 Windows will close the program and notify you if a solution is available".
 An endless loop.
 
Thankfully if I click on the grayed out close button "X" on the browser it shuts the browser frame down.
 The applet stays in the middle of the screen but if I click on the "X" it disappears.

After reading other post I tried the following fixes and none have worked:
1.
ran the Internet Explorer trouble shooter and it couldn't find a problem.
2.
Turned Internet Explorer off (through the control panel), rebooted then turned it on again and rebooted.
3.
Tried the "inetcpl.cpl" fix

Please note I do not have Windows * installation CD's.
 I upgraded from Win 7 to Win 8 on line and have no CD's

I was able to get IE 11 to finally display webpages after clicking on Tools, Internet Options, and removing the check in Enable Protected Mode.
Then close browser and restart.
The problem began for me when I upgraded from Windows 8 to 8.1 which bundles
IE 11.
What an upgrade huh? Luckliy there are other browsers available to fall back on in these situations.

Machine Throttling

• Click the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Reboot your computer.
