after installing .net 4 update (KB982670).. opening IE and other processes freeze for 30-60sec, such as the windows security alerts notification, but the mouse/kb still work, then all starts working.
if the subject isnt clear enuf..
fresh install of xp pro sp2 cd, reboot
installed cpu/chipset and network drivers, reboot..
then to windows update i went...
sp3 installed via win update.
reboot (will there be a sp4? it's due)
1st round of updates done, except ie8, about 100 of them..
reboot
updated java to v.25 current, and nvidia drivers to 270.61, reboot
installed ie7 via IE7-WindowsXP-x86-enu.exe, reboot (ie8 is still too buggy for my likes and fuhghetaboutit ie9)
next round of updates done except for .net 1.1,2,3x, and media player 11.
reboot
restore point made, everything is working ok it seems, no AV installed yet, win firewall is ok.
installed via win update .net 4 update (KB982670)..
reboot
at this point, after startup opening IE and attempt to do another win update but it hangs up for 30-60 sec before it starts loading the page.
mouse/kb work ok and the security alerts popup in the bottom right also does not appear until this delay passes.
rolled back via restore point
All is working ok again.
next tried .net 4 via dotNetFx40_Full_setup.exe, reboot, after KB982670 failed to work properly, causing the the delay to happen but the delay is still present
i know i know..
maybe something just didnt install properly from all the other things updated...
so I tried 3 fresh formats and all of them had the same delay affect after .net 4 was installed.
So something the latest .net 4 adds attempts to work but it apparently fails, once whatever that is times out then everything starts working ok.
I have had .net 4 installed before and had no problems from older xp installs to this pc.
this is a recent evolution, something in updates apparently causing this from the last 4 months, the last time I did a format.

Manually editing the Windows registry
Caution: Unless you an advanced PC user, please do not edit the Windows registry manually.
Because of this risk, we highly recommend using a trusted registry cleaner such as SmartPCFixer Using a registry cleaner automates the process of finding invalid registry entries, missing file references (like the one causing your MACHINE_CHECK_EXCEPTION error), and broken links within the registry. A backup is automatically created before each scan, with the ability to undo any changes in a single click, protecting you against the possibility of PC damage. The best part is that repairing registry errors can also dramatically improve system speed and performance.
- Click the Start button.
- Type "command" in the search box... DO NOT hit ENTER yet!
- While holding CTRL-Shift on your keyboard, hit ENTER.
- You will be prompted with a permission dialog box.
- Click Yes.
- A black box will open with a blinking cursor.
- Type "regedit" and hit ENTER.
- In the Registry Editor, select the Error 0x9C-related key (eg. Windows Operating System) you want to back up.
- From the File menu, choose Export.
- In the Save In list, select the folder where you want to save the Windows Operating System backup key.
- In the File Name box, type a name for your backup file, such as "Windows Operating System Backup".
- In the Export Range box, be sure that "Selected branch" is selected.
- Click Save.
- The file is then saved with a .reg file extension.
- You now have a backup of your MACHINE_CHECK_EXCEPTION-related registry entry.
The next steps in manually editing your registry will not be discussed in this article due to the high risk of damaging your system. If you would like to learn more about manual registry editing, please see the links below.
